Thanks for the suggestion. I can understand the need.
In the meantime, I would suggest experimenting with Presentation mode. it's not a perfect solution because you may still want annotations from other reviewers and Presentation mode doesn't support that.
But in the cases where there is a distinct host or hosts, you can curtail disruptions from attendees. And you can turn Presentation mode on and off during the review as necessary, or other reviews can request control as needed.

Mike Jennings: my issue is that I'm on a Mac and using a magic trackpad, and I often unintentionally do the two finger pinch, which zooms. This doesn't seem to be disabled with the "disable zoom on mouse wheel" feature, though ostensibly it's (somewhat) equivalent?

Jenny Jacobi: Ah, there's a difference between spread zoom and scroll zoom. Mouse wheel equivalent (scroll zoom) is two fingers parallel sliding vertically. The pinch and spread gesture is going to the browser itself. Yes it's pretty disruptive when that happens, but we can't override that control. I suggest looking to see if there are advanced settings on your browser that can disable that gesture.

For the Mac, I've found a tool called BetterTouchTool that allows you to set behaviors for gestures on a per-app basis. You could use this to disable your browser's built-in zooming behavior with pinch/spread.
